Option number 1 is the simplest: we place a straight piece of lace (not stretchy) under the neckline, pin it and sew a triangle of lace from the inside out along the contour of the neckline with a hidden seam.

Option 2 - we expand the same triangle a little to a sector, sew it into the neckline, and fill the upper edge with a hat elastic or just a narrow elastic band.
