The Acting Deputy Head of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow - Head of Logistics Colonel of the Internal Service Alexei Makarov talks about the tasks solved by the employees of the rear units of the capital's police garrison, about what has been done to date and much more.

Alexey Nikolaevich, please tell us about the structure and main activities of the rear units of the metropolitan police.

The economic support of law enforcement officers at all times was the most important, integral and paramount task. Over the course of 100 years of its activity, the economic service of the Ministry of Internal Affairs of Russia has experienced many transformations and reorganizations, but one thing has been and remains unchanged: the rear service has always been one of the most important in the ministry, providing timely and comprehensive provision of material and technical means to the units of the system of the Ministry of Internal Affairs of Russia. With the development and improvement of the internal affairs bodies, the importance of this area of ​​professional activity only increased in every possible way.

The rear of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the city of Moscow operates in several directions. The structure of the service includes: Logistics Organization Department; Financial Support Center; Center pension provision; Center for Information Technologies, Communications and Information Protection; Federal State Institution "The Main Center for Economic, Transport and Service Support of the Main Directorate of the Ministry of Internal Affairs of Russia for the City of Moscow"; FKUZ "Medical and sanitary part of the Ministry of Internal Affairs of Russia for the city of Moscow", as well as the relevant specialized units at the district and district levels.

- Tell me, after all, newspapers rarely write about rear services, and photo and video materials about their activities are also rare. What is the home front doing today?

Trunks are indeed rarely spoken or written about. We know much more about those whose work is at the forefront of the fight for the rule of law - about operational officers, district commissioners, forensic experts and investigators. Against their background, the daily painstaking work of the rear service employees seems invisible. But this is only at first glance. They immediately remember about the rear if something breaks down, transport is needed or there is not enough fuel, paper runs out, office equipment is faulty, a cartridge needs to be replaced, a light bulb burns out, a door lock breaks, or hundreds of other minor or some large-scale problems associated with functioning of all structural divisions of the police.

In their daily activities, rear services employees carry out the functions of operating, maintaining and repairing more than one and a half thousand buildings and premises of the Metropolitan Police, including those equipped with modern engineering and technical equipment and security systems. The uninterrupted operation and operation of electronic information and technical systems and communications, as well as the operation and repair of over 7 thousand units of various vehicles, the tailoring and issuance of uniforms for 53 thousand employees of departments are ensured. There are television studio "Petrovka, 38", a printing house and an atelier. On the basis of state contracts, communication and automation complexes, organizational, computing and copying equipment are serviced. For the convenience of employees and employees, the work of canteens and buffets has been organized, as well as a range of household services is being formed: a hairdressing salon, dry cleaning, shoe and clothing repair. A specialized housing stock is being created and operated for non-resident employees for the period of their service, consisting of 442 residential premises of the federal form of ownership and 1203 residential premises owned by the city of Moscow. A set of measures is being implemented aimed at improving the quality and accessibility of public services: for example, according to the results of the monitoring, the indicator of citizens' satisfaction with the quality of public services exceeded 90 percent. Organized departmental fire supervision and fire safety in the subdivisions of the head office (these are more than 1600 protection facilities of the structural subdivisions of the head office, ATC units for administrative districts, ATC on the Moscow Metro, and district police stations).

The structure of the rear service is rather complicated. How important is the role of the rear in the activities of the internal affairs bodies, and is it capable of quickly, flexibly, promptly and in full to solve current and future tasks?

Good question. First of all, I would like to note that the rear is efficient, reliable, and it is able to solve any tasks that the leadership of the ministry sets.

The modern structure was born from the needs of life. Financial, economic and supply and other auxiliary activities in the Ministry of Internal Affairs of Russia are of exceptional importance, although they play a subordinate role in relation to such functions as law enforcement and public security. At the same time, auxiliary (supporting) activities, if carried out improperly, can jeopardize the implementation of the main tasks, for the solution of which certain divisions of the internal affairs bodies are created.

In the period 2011-2017, large-scale work was carried out to reorganize and reform the system of internal affairs bodies of the Russian Federation as a whole, including the rear services. And today, the leadership of the central office reasonably imposes increased requirements on the logistics of all divisions of the metropolitan police. And the rear service, in turn, along with other units, is responsible for the final result of the central office's activities.

An analysis of the work of the rear services shows that over the past period, it was possible to basically solve the tasks set. Particular attention is paid to preventing a decrease in the level of logistics and technical support for the departments of the internal affairs bodies. In this regard, uniform criteria for evaluating the units of internal affairs bodies will be developed for a more substantive comparison of the effectiveness of their rear activities.

If we take, for example, the last few years, can you tell us what the rear service has done?

During this period, we have done a significant amount of work. In order to improve the conditions for the deployment of personnel in the period from 2013 to the present, a major overhaul of buildings and premises of 113 divisions of the Main Directorate, including 73 buildings of departments of the Ministry of Internal Affairs of Russia in the districts of Moscow, 16 buildings and premises of divisions of the head office apparatus, 6 objects of the State Traffic Safety Inspectorate , 11 - TsKS, 2 - temporary detention centers and special reception centers. In addition, 166 precinct police stations and reception rooms have been repaired, 111 are under repair. For the coming period, repair work has been organized in another 15 buildings of district departments.

Also, during the specified period, 3 new construction facilities were put into operation (Center for the Operational Management of Public Security, the Ministry of Internal Affairs of Russia "Moskovsky" of the Internal Affairs Directorate for TiNAO, the Central Control Service of the Internal Affairs Directorate for the South Administrative District) and the construction of new buildings of 7 departments began (the Department of Internal Affairs for the Eastern Administrative District, the Ministry of Internal Affairs of Russia for the Golyanovo districts , Khovrino, Rostokino, Khoroshevo-Mnevniki, Ochakovo-Matveevskoe, Kotlovka).

In order to strengthen the material and technical base of the central office, 656 vehicles (motorcycles, minibuses and special buses for the delivery of detainees, patrol cars) were purchased and put into operation at the expense of targeted funds from the Moscow city budget over the past period. Delivery, installation and adjustment of 1678 video recorders for equipping patrol cars of the traffic police and 106 video recorders for equipping vehicles for taking exams for obtaining driver's licenses was carried out. About 3,000 automated jobs and 60 mobile jobs have been delivered to the subdivisions of the State traffic inspectorate. Currently, the issue of acquiring special robotic systems for the Engineering and Sapper Center is being resolved.

To improve the level of professional training of police officers, work was carried out to equip 20 sports grounds of the departments of the Ministry of Internal Affairs of Russia in the regions and 36 open-type hockey rinks.

Do you think all this improves the efficiency of work in departments?

I think yes. This is what our work is aimed at. Judge for yourself how much more pleasant it is for a police officer to work in a new clean office, to have all the necessary conditions for this, appropriate equipment and to serve in vehicles that meet modern requirements.

It is impossible not to notice that every year the range of tasks facing the internal affairs bodies is becoming wider, and the tasks are becoming more difficult. And in order to keep up with life, you need to constantly look at least a few years ahead, set strategic goals for yourself. Maintaining the bodies of internal affairs of the Russian Federation in a state in which they are able to protect the rights of the individual, the interests of society and the state from criminal encroachments is one of the most important tasks of the Ministry of Internal Affairs of Russia.

The Ministry has set tasks for the rear services on the speedy technical re-equipment of all departments of the internal affairs bodies, on the introduction of modern weapons and special equipment, automotive and special equipment, uniforms that meet the best world standards. All assigned tasks will be completed.

Tell me, is the level of social protection of police officers at the present stage, in your opinion, worthy?

Today, the rear services are making every effort to create decent social conditions for service and normal life for employees of the internal affairs bodies and their families. Answering questions about social security, I would like to note that today the provision of housing for personnel remains an extremely difficult and unresolved issue. In my opinion, the problem of housing for employees of the Ministry of Internal Affairs of Russia should be solved on approximately the same principles that exist today in the Ministry of Defense. Over the past few years, more than 600 families of employees have been provided with service living space at the place of service, and lump-sum social payments have been made for the purchase and construction of housing for 370 families. But this is clearly not enough. Due to the insufficient funding of the Ministry of Internal Affairs of Russia for these purposes, the waiting period for payments or social housing is a long time.

At the same time, in accordance with Part 10 of Article 4 of the Federal Law of July 19, 2011 No. 247-FZ “On Social Guarantees for Employees of the Internal Affairs Bodies of the Russian Federation and Amendments to Certain Legislative Acts of the Russian Federation”, additional benefits are provided in the form the preferential right to receive payment to employees and citizens of the Russian Federation, dismissed from service in the internal affairs bodies with the right to a pension, registered as eligible for a lump sum payment and having three or more children living with them, or awarded the title of Hero of the Russian Federation, or veterans of military operations on the territory of Afghanistan, or having one or more disabled children living with them, before employees and citizens of the Russian Federation, dismissed from service in the internal affairs bodies with the right to a pension, registered in the same year .

Indeed, Alexei Nikolaevich, tell us about the service veterans who have made a significant contribution to the activities of the rear units?

Raisa Vladimirovna Bykovskaya, the leading analyst of the FKU "GTsKhTiSO of the Main Directorate of the Ministry of Internal Affairs of Russia for the City of Moscow", has, perhaps, the longest work experience in the economic service of the central office - 48 years. And she came to the Moscow Central Internal Affairs Directorate for distribution after graduating with a red diploma from the technical school of urban economic construction. Raisa Bykovskaya worked in the department of capital construction for 19 years as an engineer for technical supervision of the construction of special buildings and structures: police stations, medical and labor dispensaries and temporary detention centers. In her biography - the famous "Butyrka", where she was engaged in the reconstruction of the women's building, and on Shosseynaya Street she participated in the construction of a women's LTP, which was later redesigned into a women's isolation ward. Colleagues joked: “In which case, I should provide myself with a camera with a view of the sunny side.” Raisa Bykovskaya devoted the next 23 years to the building maintenance service. In co-authorship with colleagues, she designed and equipped the offices of the MUR. Then, of course, there were no computer programs, they drew on paper and copied on tracing paper. She also invested all her knowledge and experience in the design and construction of new buildings of the Duty Department and the public security police in the Petrovka complex, 38. For her personal contribution, Raisa Vladimirovna was awarded the honorary title of Honored Worker of the Housing and Communal Services of the Russian Federation. During this time, Raisa Vladimirovna raised two wonderful daughters, one of them serves in the internal affairs bodies, as a police major. And 15-year-old granddaughter Elizabeth is engaged in equestrian sports and dreams of serving in the mounted police.

Colonel of the internal service Sergey Gennadyevich Saprykin is one of the most experienced leaders in the rear service of the main department, for 35 years he has gone from a senior weapons technician to the head of a department. Sergei Saprykin took part in five business trips to the North Caucasus region, participated in hostilities. In 1993, he was awarded the Medal of Courage for courage and bravery shown in the line of duty.

And the first to be awarded in the rear service was the deputy head of the weapons department, police major (now retired from the Ministry of Internal Affairs) Mikhail Andreevich Vasiliev. He received the Order of Courage for participating in a special operation in the North Caucasus region.

Initially, the unit was responsible for weapons, uniforms, vehicles and food supply for police officers. The economic service is not engaged in solving crimes, but takes part in the protection of public order on an equal basis with other employees when holding city mass events, and also passes tests on fire and physical training. The rear services provide the police services with everything necessary for operational activities: this is the provision of equipped offices, and the provision of vehicles, weapons and uniforms. The rear service employs not only certified employees, but also civilian employees. Their work is important and necessary in the system of internal affairs bodies.
